Design verification consulting is a re-examination of an independent third party checking party to ensure the design documents complied technically with current building codes, standards and regulations.
The design verification consultants must have professional practice licenses, and experiences in previous similar projects.
Technical design verification
Technical design verifications are verifying architecture design, structure design, M&E design and infrastructure design.
The first step technical design verification is comparing the technical design with the basic design and the construction permits issued. Technical design documents must not exceed the features and boundaries prescribed of construction permits. For additional requirements, changing in fire fihgitng and protection permit, technical design documents must be adjusted accordingly.
The most important issue of technical design verification is checking the structure design, which greatly influences the safety and the construction cost. In basic design stage, the local goverment officers pay attentions only to the architectural features (Department of Planning and Architecture, Construction department) and M&E drawings (Fire fighting and protection police department). So the structure design of the technical design stage is mainly verified by the independent consultant.
According to the current regulations, the construction which has gross floor area (GFA) over 250 m2 must be submitted with the verified structural design drawings to be appraised by State management (Ministry / Department of Construction or Urban Management Committee Division) before construction permit approval.
Almost design verification consultants concern about safety, also means that, if the design focuses on secure, even with high safety factors, they will approve it and have no comment. However, if the investor asks for verification of economic efficiency or optimal design, Song Nam will also clarify the appropriate safety factors of the design and the optimal design of each discipline.
Construction Cost Estimate Verification
Construction cost estimate verification is to check the scopes of work, quantities, prices, material consumption standard, coefficients of the construction cost estimation issued by design consultant. The requirements of state project and private project are different.
The quantity surveyor and cost estimate verification consultant must have professional practise license. For state projects, the responsibility of the quantity surveyor and cost estimate verification consultant are enormous because of recording the budget capital, providing construction investment capital, approving bidding package budgets and accepting final settlement of construction costs.
The incorrect cost estimate and estimation appraisal can cause capital shortfall, which is a major problem affecting the construction progress delay as well as cause of many social problems.
